The Canadian Yachting Association's Race Management Program has been developed to provide competent regatta management skills for volunteers organizing and running sailing competitions. There are four levels in the CYA Race Management Program and an additional level in the International Sailing Federation.
Assistant Race Officer
Description
An Assistant Race Officer is capable of assisting in the running of a regatta at the local club level.
Certification
Prerequisites
- Sailing and racing experience Successful completion of the CYA Assistant Race Management Workshop given by a certified CYA Course Conductor (RMC).
Supporting Documentation
Record of practical experience as Line Judge, Recorder, Timer, Flag Officer and Sound Signaler is desirable.
Recertification
By the PSA after evidence of service at a minimum of two events per certification period.
A race officer must be certified for a minimum of 2 years before being certified at the next senior race official level, although the Certification Committee may waive this minimum time served at its discretion in special circumstances.
Club Race Officer
Description
A Club Race Officer is capable of managing the "on-the-water" operations of regattas at the club and regional levels.
Certification

Supporting Documentation
Record of practical experience in Race Committee organization, as a mark setter, and as a Race Officer.
Recertification
By the PSA after evidence of service at a minimum of two events per certification period.
A race officer must be certified for a minimum of 2 years before being certified at the next senior race official level, although the Certification Committee may waive this minimum time served at its discretion in special circumstances.
Provincial Race Officer
Description
A National Race Officer is capable of managing the "on-the-water" operations of provincial, regional and national championships with one or more racing areas.
Certification
By the CYA, after demonstrated "on-the-water" ability and positive results of a review by peers & mentors, including reports from select references.
Prerequisites
- Minimum two year service as an Club Race Officer
- Minimum Club Judge Qualification
- Applicants must show they have kept abreast of the changes made to the current RRS
- Evidence of mark laying capability
Supporting Documentation
- Sailing instructions drafted under the responsibility of the applicant for a provincial or regional championship where the applicant served as a Race Officer.
- A list of the National and Senior National officials (Race Officers, Judges & Umpires) who have served with the candidate over the preceding four years.
Recertification
- By the CYA, after evidence of service, at a minimum of four events per certification period. (Three in the last two year period, as Race Officer, Principal Race Officer, or as a Mentor of same.)
- Applicants must show they have kept abreast of the changes made to the current RRS.

National Race Officer
Description
A Senior National Race Officer is capable of managing the "on-the-water" operations of national and international championships of above-average size and complexity.
Certification
By the CYA, after demonstrated "on-the-water" ability and positive results of a review by peers & mentors, including reports from select references.
Prerequisites
- Minimum two year service as a National Race Officer
- Minimum Provincial Judge Qualification
- Service record on organizing committees and as Race Officer, Principal Race Officer, or as a Mentor of same, on a variety of venues.
- Applicants must show they have kept abreast of the changes made to the current RRS.
Supporting Documentation
- Sailing instructions drafted under the responsibility of the applicant for a national or international championship where the applicant served as Race Officer, Principal Race Officer, or as a Mentor of same.
- A list of all the National and Senior National officials (Race officers, Judges & Umpires) who have served with the candidate over the preceding four years.

Description
A Race Management Course Conductor is a certified National Race Officer who has been trained to give CYA Race Management Courses.

By the CYA, after successful organization and running of a Level 1 and a Level 2 Race Management Workshops.after demonstrated "on-the-water" ability and positive results of a review by peers & mentors, including reports from select references.
Prerequisites
- To be certified as a National Race Officer
- Successful completion of the CYA Race Management Course Conductors' Seminar.
Supporting Documentation
A list of all courses conducted over the preceding four year period, including Seminar chairman or host club officer in charge.
Recertification
By CYA. Must hold two Race Management Workshops per certification period.

International Race Officer
Description
An International Race Officer is responsible for the organization and conduct of international sail racing events and may serve as their Principal Race Officer.
Certification
By ISAF, upon initial nomination by CYA.
Prerequisites
- By ISAF.
- The first time applicant must have served as a Senior National Race Officer for a minimum of two years
- Applicant must comply with all current ISAF requirements.
- First time applicants must file their application with CYA by August 1 of the year they wish to be considered by ISAF. (If applicant is completing an event after August 1, details on this event can be submitted upon event completion).
